This Act addresses the under-utilization of irrigation infrastructure by enabling the government to implement "compulsory construction schemes" for water-courses. It targets situations where irrigation potential is wasted because individual landholders refuse to allow water channels to pass through their property or fail to cooperate with neighbors. If at least 51% of landholders in an area consent, the government can mandate the construction of water-courses, acquire necessary land, and apportion costs among beneficiaries. For the ordinary citizen, this means the government can legally facilitate irrigation access through private land, provided that due process is followed and fair compensation is paid for any acquired land.
