Additionally, it modifies the Bombay District Municipal Act and the Bombay Municipal Boroughs Act to include the costs of removing criminal lunatics to asylums and maintaining them there within the municipal establishment budget. This ensures that local authorities cover these necessary medical and social care expenses.
