Provided that no such order shall be made by the State Government in revision to the prejudice of any person unless such person has had an opportunity of being heard in his defence.

Preparation of scheme It shall be the duty of the Parishad Education Officer to prepare in accordance with the directions received from the Director in this behalf a scheme to provide compulsory primary education in such area and for children of such ages and up to such standard and within such period as the Director may specify. The Parishad Education Officer shall obtain the comments and suggestions of the Zilla Parishad upon the scheme so prepared by him and shall submit it together with such comments and suggestions, if any, to the Director who shall forward it to the State Government with his remarks.
