Any sums so payable shall be deemed to be sums due to the State Government and shall be recoverable as arrears of land revenue.

Grading and pooling of Cotton tendered at collection centres [All cotton tendered at the collection centres as required by section 20] by the growers or the persons holding stocks or on their behalf by the agents for the State Government shall be graded and marked with the grade designation marks [in accordance with the provisions of the rules made in this behalf] and pooled according to the grades ; [* * * * *]
