39. Permission to use or consume foreign liquor on 1* * warships, troopships and in 2[messes and canteens of armed forces.].-The 3[State] Government may, on such conditions as may be specified 4[by a general or special order permit-

1. (i) the sale of foreign liquor to,
2. (ii) the purchase, use or consumption of such liquor by,-

1. (a) the members of the armed forces in messes and canteens 5[of the armed forces], and
2. (b) the crew of warships or troopships and the members of the armed forces thereon.]
