The Maharashtra Prevention of Dangerous Activities of Slumlords, Bootleggers, Drug-offenders, Dangerous persons and video pirates Act, 1981 (MPDA Act), is a preventive detention law. It empowers the State Government, District Magistrates, or Commissioners of Police to detain individuals who habitually engage in activities that threaten public order. The 2015 Amendment expanded this scope to include "sand smugglers" and "persons engaged in black-marketing of essential commodities." Unlike criminal law, which punishes past acts, this Act allows the state to detain a person to prevent them from committing future acts that would disturb public peace, health, or safety.
