Entries in Irrigation Record-of-Rights to be relevant as evidence.

An entry made in Irrigation Record-of-Rights shall be relevant as evidence in any dispute as to the matters recorded, and shall be presumed to be true until the contrary is proved or a new entry is lawfully substituted therefor: Provided that no such entry shall be so construed as to limit any of the powers conferred on the State Government by this Part.
