Powers and duties of the Vice-Chancellor
The Atal Bihari Vajpayee Hindi Vishwavidyalaya Adhiniyam, 2011(1) The Vice-Chancellor shall be the principal academic and executive officer of the University and shall exercise general control over the affairs of the University and shall be responsible for the due maintenance of discipline in the University. (2) The Vice-Chancellor shall ensure that the provisions of this Act and the Statutes, Ordinances and Regulations are duly observed and may exercise all powers as may be necessary for that purpose. (3) The Vice-Chancellor shall have the power to convene meetings of the Court, the Executive Council, the Academic Council and the Finance Committee. (4) The Vice-Chancellor shall have the power to take such action as he may deem necessary in an emergency, which would have required the approval of any authority of the University and shall report the action taken to that authority at its next meeting. (5) The Vice-Chancellor shall give effect to the decisions of the authorities of the University taken in accordance with the provisions of this Act. (6) The Vice-Chancellor shall exercise such other powers and perform such other duties as may be prescribed by the Statutes or Ordinances. (7) Where any matter is of an urgent nature requiring immediate action and the same cannot be immediately dealt with by any officer or the authority or other body of the University empowered under this Act to deal with it, the Vice-Chancellor may take such action as he may deem fit and shall forthwith report the action taken by him to the Chancellor and to the officer, authority or body who or which, in the ordinary course, would have dealt with the matter. (8) The Vice-Chancellor shall exercise general supervision and control over the affairs of the University and shall be responsible for the implementation of the decisions of all the authorities of the University. (9) (a) The Vice-Chancellor shall exercise powers and perform duties as per the provisions of the Act. (b) The Vice-Chancellor may delegate any of his powers to any other officer of the University. (c) The Vice-Chancellor shall represent the University in all legal proceedings. (d) The Vice-Chancellor shall have the power to appoint and dismiss any employee of the University in accordance with the Statutes. (10) The Vice-Chancellor shall be the ex-officio Chairman of the Executive Council, the Academic Council and the Finance Committee.
