Cluster University as a teaching, affiliating or examining body, and to cultivate and promote arts, science and other branches of learning.

Approval of the Government. - Notwithstanding anything contained in the foregoing section, any re-organization or alteration in structure, pattern or medium of education at the Cluster University level shall require the previous approval of the Government.
