The University of Ladakh Act, 2018 establishes a dedicated cluster university in the Ladakh region by pooling existing local degree colleges, including those in Leh, Kargil, Nubra, Zanskar, and Drass. It regulates the university's corporate structure, administrative authorities, academic councils, faculty appointments, examination procedures, and financial management. The law applies to students, educators, administrative staff, and higher education institutions operating within Ladakh. By creating a self-governing university tailored to regional needs, the Act expands access to higher education, encourages skill development and industry-oriented research, and supports the socio-economic and cultural growth of the people of Ladakh.
