Proceedings of the University and bodies not to be invalidated by vacancies .-No act or proceeding of the Senate, the syndicate, the Academic Council of other body constituted under this Act or the Statutes or the Ordinance shall be deemed to be invalid merely by reason of any vacancy in the body doing or passing it, at the time such act or proceeding is done or passed.
