Power to make rules.

•{ 1) The Government may make rules to carry out the purposes of this Act.
- (2) Without prejudice to the geneiality of the foregoing power such rules may provide for—
- (a) all matters expressly required or allowed by this Act to be prescribed;
- (b) the procedure to be followed by the Rent Control Courts, Accommodation Controllers and appellate authorities in the performance of their functions under this Act;
- (c) the manner in which notices and orders under this Act shall be given or served;
- (d) setting aside ex parte orders passed under this Act; {e) applications for making legal representatives of deceased persons’ parties to proceeding's under this Act and the time within which such applications shall be preferred , » (/) the order of priority in which buildings have to be allotted among the applicants ;
- (ij) the officers or classes of officers who may be appointed as Inspectors.
- (3) In making a rule under this section, the Government may pi ovide that a person who contravenes any of the provisions thereof shall be punishable with fine which may , extend to two thousand rupees. > ' (4) The power to make rules under this section shall be subject to the condition of the rules being made after previous publication.
- (5) All rules made under this section shall be published in the Gazette.
- (6) All rules made under this Act and notifications issued under section 25 shall be laid for not less than fourteen days before the Legislative Assembly as soon as possible after they are made and shall be subject to such modifications as the Legislative Assembly may make during the session in which they are so laid or in the session immediately following.
