Powers and duties of President and Vice-President of District Library Council.—

1. (1) The President of a District Library Council may preside over the meetings of the Council and exercise such powers and perform such duties as may be prescribed.
2. (2) The Vice-President may in the absence of the President preside over the meetings of the Council and exercise such powers and perform such duties of the President as the President may, from time to time, delegate to him. [(3) In the absence of both the President and the Vice-President any member chosen by the members present, from among themselves, shall preside over a meeting of a District Library Council.”.]
