This Act creates a financial mechanism to aid communities affected by the pandemic. It imposes a tax, referred to as a "cess," on minerals harvested from Jharkhand. The levy applies to all mineral leaseholders, including mine operators and quarry workers, who transport materials outside designated areas. The collected revenue is deposited into a special Covid-19 Pandemic Fund. This designated pool of money is vital for supporting disaster management efforts and reducing the economic burden on the community during this recovery period.
