Provided that the rate of charges for water supplied for domestic purpose shall not be less than the cost of water supplied for domestic purposes.

Meters Meters.--(1) The prescribed authority may provide meters for measuring and recording the quantity of water supplied to any person.

1. (2) The prescribed authority may determine the point between the mains and the premises of the consumer for fixing the meter.
