This Act provides for Town Area Committees to govern small towns in Jammu and Kashmir. The Government declares and defines town areas, and each has a Committee whose members' terms, qualifications, disqualifications and removal are set out. The Committee prepares a budget and carries out municipal functions, and breaking the Act or its rules is punishable.
