This Act, known as the Roshni Act, provided for transferring ownership of State land in Jammu and Kashmir to the people occupying it, on payment of a price fixed by the Government. The money raised was to fund power projects. It set out which lands were excluded, how applications were made and decided, appeals, and the power to evict unauthorised occupants. The High Court declared the Act unconstitutional in 2020.
