Promoters of prize competitions to keep accounts and submit the same to the licensing authority.-- Every person who promotes or conducts a prize competition in accordance with the provisions of this Act and the rules made thereunder shall keep accounts relating to such competition and submit to the licensing authority statements of accounts in such form and at such intervals as may be prescribed.
