Power to make new public streets.

The Commissioner may, at any time with the previous sanction of the Corporation––

1. (a) lay out and make new public streets ;
2. (b) construct bridges and sub-ways ;
3. (c) turn or divert any existing public streets ;
4. (d) lay down and determine the position and direction of a street or streets in any part of the municipal area notwithstanding that no proposal for the erection of any building in the vicinity has been received.
