This Act establishes a volunteer force known as the Home Guards in the Union territory of Jammu and Kashmir to assist in maintaining public order, protecting life and property, and ensuring essential services continue during emergencies. It sets up a command structure led by a Commandant General and district Commandants to organize and manage these volunteers. Members are appointed for a six-year term and, when called upon, have powers similar to regular police officers to help preserve security and communal harmony. The law ensures the state has a ready reserve of trained civilians to support law enforcement efforts.
