Powers of revision.-The Commissioner, or such other officer, as the Government may, by notification, appoint in this behalf, may of his own motion or on application made, call for the record of any proceedings or order of any authority subordinate to him for the purpose of satisfying himself as to the legality or propriety of such proceedings or orders and may pass such orders reference thereto as he may deem fit: Provided that an appeal shall lie within thirty days, to the Minister-in-Charge of the Department against the orders passed by the Commissioner or the officer appointed in this behalf by the Government whose orders shall be final.
