Provided that the State Government shall not pass an order prejudicial to any person without affording such person a reasonable opportunity of being heard.

Act to have overriding effect Subject to the provisions of the Haryana Scheduled Roads and Controlled Areas Restriction of Unregulated Development Act, 1963 (Punjab Act 41 of 1963) and the Haryana Development and Regulation of Urban Areas Act, 1975 (8 of 1975), the provisions of this Act shall have overriding effect notwithstanding anything inconsistent therewith contained in any other State law.
