The Haryana Extension Lecturers and Guest Lecturers (Security of Service) Act, 2024
1. Short title, commencement and extent
- (1) This Act may be called the Haryana Extension Lecturers and Guest Lecturers (Security of Service) Act, 2024.
- (2) It shall come into force on such date, as the Government may, by notification in the Official Gazette, appoint.
- (3) It shall extend to the whole of the State of Haryana.
2. Amendment of section 2 of Haryana Act 1 of 2025
In clause
- (c) to section 2 of the Haryana Extension Lecturers and Guest Lecturers (Security of Service) Act, 2024 (hereinafter called the principal Act), for the words, figures and sign “on or before the 30th June, 2023”, the words, figures and sign “on or before the 21st July, 2025” shall be substituted.
3. Amendment of section 3 of Haryana Act 1 of 2025
In Explanation of section 3 of the principal Act, for the words “in a calendar year”, the words “during a period of one year contractual service” shall be substituted.
4. Substitution of section 4 of Haryana Act 1 of 2025
For section 4 of the principal Act, the following section shall be substituted, namely:- “4. Remuneration.-
- (1) An eligible extension lecturer and eligible guest lecturer shall be entitled to receive a consolidated monthly remuneration of Rs. 57,700/- (Fifty seven thousand and seven hundred rupees only).
- (2) The consolidated monthly remuneration shall be increased with effect from the first day of January and the first day of July every year corresponding to the increase in Dearness Allowance.
- (3) The Government may notify an increment on the consolidated monthly remuneration on the completion of the first year from the date of commencement of the Act and every year thereafter.”.
5. Amendment of Schedule to Haryana Act 1 of 2025
In the Schedule to the principal Act, for serial number 4 and entries thereagainst, the following serial number and entries thereagainst shall be substituted, namely:- “4. Benefit of ex-gratia compassionate financial assistance or compassionate appointment in Haryana Kaushal Rozgar Nigam in accordance with such policy, as may be notified by the State Government.”.
6. Power to amend Schedule
- (1) The Government may, by notification in the Official Gazette, amend the Schedule.
- (2) Every notification issued under sub-section
- (1) shall, as soon as may be after it is issued, be laid before the State Legislature.
7. Discipline, penalties, appeals and other matters
In the matters relating to discipline, penalties, appeals and other matters not specifically provided under this Act, an eligible extension lecturer and eligible guest lecturer shall be governed by such rules, as may be prescribed.
8. Power to remove difficulty
- (1) If any difficulty arises in giving effect to any of the provisions of this Act, the Government may, by an order published in the Official Gazette, make such provisions, not inconsistent with the provisions of this Act, as may appear to it to be necessary for removing the difficulty.
- (2) Every order made under this section, shall be laid, as soon as after it is made, before the State Legislature.
9. Protection of action taken in good faith
No suit, prosecution or other legal proceedings shall lie against the Government or any officer or employee of the Government or any other person or authority, authorized by Government for anything which is in good faith done or intended to be done under this Act or the rules made thereunder.
10. Power to make rules
- (1) The Government may, by notification in the Official Gazette, make rules to carry out the purposes of this Act.
- (2) Every rule made under this section shall, as soon as may be after it is made, be laid before the State Legislature.

Death-cum-Retirement Gratuity at equivalent rates specified in the Code on Social Security, 2020 (Central Act 36 of 2020). 3. Maternity Benefit as per the provisions of the Code on Social Security, 2020 (Central Act 36 of 2020). 4. Benefit of ex-gratia compassionate financial assistance or compassionate appointment in accordance with such policy, as may be notified by the Government.
