  1. (1) The State Government may, by notification in the Official Gazette, with effect on and from such date as may be specified, constitute a Council for the purposes of this Act to be called "the Gujarat State Higher Education Council".
  2. (2) The Council shall be a body corporate by the name aforesaid having perpetual succession and a common seal and shall be entitled to acquire, hold and dispose of property, to enter into contracts and to do all other things necessary for the purposes of this Act and shall by its name sue and be sued.
  3. (3) The headquarters of the Council shall be at Ahmedabad or at such other place as the State Government may notify in this behalf.
