This law targets individuals who have been convicted of specific crimes at least three times within a five-year period, classifying them as habitual offenders. It allows the government to register these people and restrict their movements to prevent further criminal activity. The main goal is to provide better treatment and training for these repeat offenders to help rehabilitate them and ensure public safety within the Union territory of Goa, Daman and Diu.
