) Every Gram Panchayat shall (having due regard to the development programmes suggested by the Grain Sabha ) prepare every year a development plan and forward it to the District Panchayat before such date and in such manner as may be prescribed.

1. (2) Every District Panchayat shall prepare every year a development plan after including the development plans of the Gram Panchayat and forward it to the District Planning Committee as constituted under section 119.
