Gram Panchayat or District Panchayat or any work in progress under direction of Gram Panchayat or District Panchayat.

Every member of a Gram Panchayat or District Panchayat and every officer and servant employed under a Gram Panchayat or District Panchayat shall be deemed to be a public servant within the meaning of section 21 of the Indian Penal Code.
