(1) ... (2) The Secretary shall have administrative powers equivalent to the head of the department of the government, for effective discharge of his functions and he shall have the powers to: (a) implementation the decision and the function of the Commission; (b) Conduct meetings of the Commission and keep a record of proceedings of these meetings; (c) Coordinate and exercise general/supervision over the activities of the Commission including its officers;
