The State Government may, by notification, either ,vholly

or partially and subject to such conditions as it mclY think fit to prescribe; exempt any person or class of persons or any intoxicant ,wholly or partially from all or any of the provisions of this Act , or of all or any of the 1'ulcs made under this Act, either through~ out the [State ] or in any specified area cornpr.ised therein, ol' for any s'pccifi.ecl period or occasion.
