This Act settles disputes over 1,024.52 acres of land acquired at Digha, within the Patna Municipal Corporation area, for the Bihar State Housing Board to develop housing. Much of the land came to be occupied without authority. The Act lets the Board settle the land with occupants who accept its scheme and pay settlement charges, pay ex-gratia amounts to the former landowners, and cancel earlier allotments with a refund plus 8% compound interest. It sets up an Authority to carry this out, funded by the State Government, and bars the courts from hearing matters it covers.

- 5. Provided that any allottee of the plot of land forming part of acquired land, who have accepted refund from the Board prior to enforcement of this Act shall have no claim for any additional amount.
