Power to remove difficulties

24. (1) If any difficulty arises in giving effect to the provisions of this Act, the State Government may, by order publish in the Official Gazette, make such provisions or give such directions, not inconsistent with provisions of this Act, as appears to it to be necessary or expedient for removing the difficulty.

1. (2) Any order made under this section shall have effect notwithstanding anything inconsistent therewith in any rule or regulation made under this Act.
