1. Short title, extent and commencement

2. Amendment of Act 16 of 1971

- (ii) . the Rector ; (iii. The Secretzry to Government in thc Education Dcpr~ ment dealing with Techcical Education c~ an officer in the Education Department dczling with the TechniwJ Education nominated by the Government ; liv). the Secretary to Government in the Finance &Plan- ning (Finance Wing) Dcp~rtment or an cf6cer in the Finance and Planning (Finance Wing.) Department nominated by the Government ;
- (v) the Director of Technical Educat:on.
- (i) . one senior professor ofthe University CaIlcges to G nominated by the Government.
- (ii) . one principal of the University Colleges to bc namiaa- ted by the Government : C;ii). one princi ?a1 of the amiated coIIeges to be nominated by the &vemLel~t ;
- (iv) . one teach from among the tacher of the Univcrsity cotleges to be noniinated by the Governmcnt ; , [v). one teachcr from m:np th~ te~.chl-rs of the affiliated collqs if ?ny !o be nominated by hc Government ;
- (vi) . four eminent persons representing Industry, Research and Development, Engineering and Technology, Architecture Fine Arts, Physical and Social Sctences and Public life etc., to be nominated by the G.overnment9'. ; ,
- (ii) . for sub-sections (3, (8). and (91, the following shall be substituted, namely :- "CT).(a). Every member of the 3 xecutive Council other than , Ex-Officio member shall hold uffice during the pleasure of the Governor : Provided that suchmembers shall be eligible for re-nomi nation, so however that no such membcr shall hold o&e succes* sively for more &ail two terms ;
- (b) . a nominated member of the Executive Cauncil may tender resignation of his membership at any time. Such resignatian shaIl be conveyed to the Vice-Chancellor by a letter in writing by the member and -he res'gnat'on shall take effect xrom the date if its. acceptam0 b] the Government ;
- (8) All casual vacrnc'os among nominated members sllaIl be alcd by nom:nat:on by the Government.

3. Amendment of Act 11 of 1982

In Dr. B.R. Ambedkar Open University Act, 1982, Amendment of Act 11 of 1982.
- (I) in the Schedule, for Statute 2, alongwith thc hendicg thereto, thc following shall bc substitlrted, namely :- 2
- (1) Thz Ex ccutive Council shaI1 consist of thc follwlng Executive CounciI. persons, namely :-
- (i) the Vice-Chancellor ;
- (ii) the Rector ;
- (iii) the Sccrciary to Governn~cl~t in the Educittion Depart- ment or an officcr in the Education Department nominated by the Government ;
- (iv) the Sccrctary to Governrncnt jn the Financc and Plann- ing (Finance Wing,) Department or an officcr jn the Finance, and Planning (Financc Wing.) Dcpartrnent nominated by the Govcrnmcnt ;
- (v) the Dircctor of Higher Educat ionlthe ~ommissioncs of Collc~izte Education.) Class II - Olhcr Merllbrrs
- (i) one scnrclr professor of the University ColIcges to bc nominated by the Government ;
- (ii) four eminent persons of whom onc shall be frola among Act the Vice-Chnncell~rs nf Universityies speci6rd in the schedule 1991. to tbe Andhra Pradesh Ui~iversityies Act, ,1991 and the others from the $ clds of Industries or Commcrce "or Legal, Engineering or Medical Professions or from such other fields of public Ijfe as the Government may consider useful to the University, to be nominated by the Government.
- (2) Every member of the Executive Coun~iI other than 0ffi:io menzbzr shall hold oEcc during thc pleasure of tho Governor.
- (3) The Executive Council shall meet atlcast once in three months and may meet often if necessary.
- (4) Upon a rcquisitian in writing signed by not less than one-third of the total number of members of the Executive Couaci1, the Vice-Chancellor shall convcne a meeting thereof on a date appointed by him which shall not be later than seven days from the date of receipt of requisition afores aid. 4. Amendment of Act 16 of 1983

In Sri Padmavathi Mahila Viswa~idyala~am Act, 1983, Amendment A4 16 of 1983,
- (1) in the Schedule, for Statute 2, alongwith the hoading ' thereto, the lollowing shall be substituted, namely :- THE EXECUTIVE COUNCIL 2.
- (1) The Executive CounciI shall consist of. the following persons, namely : CIass-I - Ex-Oficio Mearbers . .
- (j) the Vice-Chancellor ;
- (ii) the Rector ;
- (iii) the Sccretaty to Govemmont in the Education Dopapart- ment or an ofEcer in tho Education Dopartmont nominated by tbe Govme nt ;
- (iv) the Secretary to Government in the Finance & Planning (Finance Wing) Department or an officer in the Finance and Planairy (Finance Wing) Department nominated by the Govern- ment ;
- (v) the Director 01 Higher Education] tho Commissioner or Collegiato Education ;
- (vi) the Executive Officer of the Thumala Tirupathi Deva sthanams : CIuss II - Other Members
- (i) Onr: senior profcssor of the University Colleg~s to be nomi- nat-d by the Government ;
- (ii) one Principal of the University Collegos to bo nominated by tho Government ; ,
- (iii) four emil~ont porsons of whom three shall be wamen mcmbes from the fields of Industries or Commerce or Legal Enginearjog or Medical professions or from such other fiolds from publio lifo as the Govornmcnt may consider usoful to tho University to be n~minated by the Government.
- (j) the Vice-Chancellor ;
- (2) Every member of the Executive Council other tban - Ex+Ecio member shaU hold oEce during tbe pleasure of the ' Go~rnor.
- (3) The Executive Couacil shall meet atlaast once in there month and may meet often if ncccssary.
- (4) Upon a requisition in writing signed by not less than one-third of tbc totalnumber of members of the Executive Council, the Vice-Chancellor shall convone a meeting thereof on a date appointed by him which shall not be later than seven days from the date of rocujpt of requisition aforesaid.
- (5) In the absence of the Vicc-Chancellor from ally meeting of the E~ccutive-Council, the members present at the meeting shzll choose one among rhemsdves to preside over the meeting.
- (6) The quorum for a mccting of the Exccutive,&unci1. shall bc onethird of the total number of members or six persons whichever is Icss."
- (2) For the wards "Bozrd of Management9', wherever they occur, the words "Executive Council" shall be substituted.
5. Amendment of Act 9 of 1985
Statutory text
In the Telugu University Act, 1985:-
- (1) In the Schedule, for statute 4, alongwith heading thereto, the following shall be substituted, namely :- 4.
- (1) The Executive Council shall consist of the following persons, namely:- Class I - Ex-Officio Members
- (i) the Vice-Chancellor ;
- (ii) the Rector ;
- (iii) the Secretary to Government in the Education Department or an Officer in the Education Department nominated by the Government ;
- (iv) the Secretary to Government in the Finance and Planning (Finance Wing) Department or an Officer in the Finance and Planning (Finance Wing) Department nominated by the Government ;
- (v) the Director of Higher Education/the Commissioner of Collegiate Education ;
- (vi) the Director of Cultural Affairs. Class II - Other Members
- (i) one senior professor of the University Colleges to be nominated by the Government ;
- (ii) one Principal/Dean of the University Colleges to be nominated by the Government ;
- (iii) one Principal of the affiliated colleges to be nominated by the Government ;
- (iv) four eminent persons connected with Telugu language, literature and culture as the Government may consider useful to the University, to be nominated by the Government.
- (2) Every member of the Executive Council other than Ex-Officio member shall hold office during the pleasure of the Governor.
- (3) The Executive Council shall meet atleast once in three months and may meet often if necessary.
- (4) Upon a requisition in writing signed by not less than one-third of the total number of members of the Executive Council, the Vice-Chancellor shall convene a meeting thereof on a date appointed by him which shall not be later than seven days from the date of receipt of requisition aforesaid.
- (5) In the absence of the Vice-Chancellor from any meeting of the Executive Council the members present at the meeting shall choose one among themselves to preside over the meeting.

6. Amendment of Act 4 of 1991
Statutory text
) In the Andhra Pradesh Universities Act, 1991,-
- (i) for section 18 alongwith the heading the following shall be substituted namely :- The Executive Council 18(1). The Executive Council shall consist of the following persons namely :- Class I - Ex-Officio Members :
- (i) the Vice-Chancellor ;
- (ii) the Rector ;
- (iii) the Secretary to Government in the Education Department or an officer in the Education Department nominated by the Government ;
- (iv) the Secretary to Government in the Finance and Planning (Finance Wing) Department or an officer in the Finance and Planning (Finance Wing) Department nominated by the Government ;
- (v) the Director of Higher Education/the Commissioner of Collegiate Education ; Provided that in the case of Sri Venkateswara University, Tirupati, the Executive Officer, Tirumala Tirupathi Devasthanams, Tirupati shall also be the Ex-Officio Member. Class II - Other Members :
- (i) one senior professor of the University Colleges to be nominated by the Government ;
- (ii) one Principal of the University Colleges to be nominated by the Government ;
- (iii) one Principal of the affiliated Colleges to be nominated by the Government ;
- (iv) one teacher from among the teachers of the University Colleges to be nominated by the Government ;
- (v) one teacher from among the teachers of the affiliated Colleges to be nominated by the Government ;
- (vi) four eminent persons representing industry, agriculture, trade, commerce, education, public life, legal profession, social work etc. to be nominated by the Government.
- (2) Every member of the Executive Council other than ex-Officio Member shall hold office during the pleasure of the Governor.
- (3) The Executive Council shall meet atleast once in three months and may meet often if necessary.
- (4) Upon a requisition in writing signed by not less than one third of the total number of members of the Executive Council, the Vice-Chancellor shall convene a meeting thereof on a date appointed by him which shall not be later than seven days from the date of receipt of requisition aforesaid.

7. Transitional provision

- (7) On and from the commencement of this Act, all members of the Board of Management other than the Ex-Officio members of the respective Universities holding offices of such members shall cease to hold such offices and the Ex-Officio members of the respective Boards of Management shall discharge the functions of the Board of Management concerned till such time the new Executive Council is re-constituted in accordance with the provisions of the principal Act concerned as amended by this Act.
