Amendment of section 11

4. In section 11 of the principal Act, for sub-section (2), the following sub-section shall be substituted, namely:-- "(2) The Chief Executive Officer shall be the Member-Secretary of the Board and he shall exercise such powers and perform such duties as may be prescribed or as may, from time to time, be delegated to him by the Board."
