Establishment of the University

(1) There shall be established a University by the name of the Andhra Pradesh Energy University; (2) The headquarters of the University shall be at Anantapur. (3) The University may to open additional campus centres beyond the initial campus in Anantapur. (4) The University may encourage to use technology extensively as part of its curriculum in line with modern pedagogic concepts. (5) The University may be permitted by the Government of Andhra Pradesh to conduct distance education programmes after satisfactory running for a period of five years and after satisfactory demonstration of quality and accreditation standards. (6) The University established under sub-section (1) shall be a body corporate having perpetual succession and a common seal and shall sue and be sued by the said corporate name. (7) In all suits and other legal proceedings by or against the University the pleadings, shall be signed and verified by Registrar and all processes in such suits and proceedings shall be issued to, and served on him. (1) The Vice-Chancellor shall be ex-officio chairman of the Executive Council, the Academic Council, and Finance Committee and shall in the absence of the Chancellor preside at the convocations held for conferring degrees; (2) The Vice-Chancellor shall be entitled to be present at, and address, any meeting of any authority or other body of the University, but shall not be entitled to vote thereat unless he is a member of such authority or body; (3) It shall be the duty of the Vice-Chancellor to see that this Act, the Statutes, the Ordinances and the Regulations are duly observed, and he shall have all the powers necessary to ensure such observance; (4) The Vice-Chancellor shall exercise control over the affairs of the University and shall give effect to the decisions of all the authorities of the University; (5) The Vice-Chancellor shall have all the powers necessary for the proper maintenance of discipline in the University and he may delegate any such powers to such persons or person as he deems fit; (6) The Vice-Chancellor shall convene or cause to be convened the meeting of the Executive Council, the Academic Council and the Finance Committee;
