Camtnttmicated vacancies to be fled only on the recommenda-

tion of tlre Comwission.--

1. (1) Appointments to all the vacancies required to be communicated to the Commission under Section 9 shall, on or from such date as the Commission may notify in respcct of vacancies -.existin-g in the colleges under the control of Director1 Commissioner concerned shatl be made by him only on the recorn- mendation of the Commission.
2. (2) If in any year, -the Commission is unablc to make recommen- dations for . appointments to all the vacnucies communicated to it under Section 9 or if the Director/Commissioner concerned is unabIe to make appointments in any year on th: basis of the recommendations made by thc Commission, the v-~cancics ;'I 111 b: carried forward :a the subsequent year." 4.
