5. In section 84 of the Principal Act, for sub-section (1), the following shall be substituted, namely,- "(1). All lands required by the Authority shall unless it is otherwise determined in Town Planning Scheme / any Special Development Scheme, vest absolutely in the State Government and Authority acting on behalf of the Government free from all encumbrances."
