Filling up of casual vacancies of certain members of the Committee

Any vacancy occurring in the office of a nominated, elected member of the committee before the expiration of his term shall be filled by nomination or election as the case may be of another person in the manner provided in section 3 and the person nominated, elected shall hold office for the residue of the term of his predecessor.
