This Act establishes a fund called the Anant Kumbh Nidhi to manage the conservation and development of the Kumbh Mela area in Haridwar. It applies to the whole of Uttarakhand and creates a corporate Executive Committee led by the Chief Minister and other senior officials. This committee is empowered to raise funds, acquire property, and oversee all financial and administrative affairs related to the event.
