Chapter 1 Chapter 1
1. Short title, extent and commencement
- (1) This Act may be called the Uttar Pradesh Forestry and Horticulture University Act, 2026.
- (2) It extends to the whole of the State of Uttar Pradesh.
- (3) It shall be deemed to have come into force with effect from the 13th day of May, 2026.

2. Definitions
In this Act, unless the context otherwise requires,—
- (1) ‘Academic Council’ and ‘Executive Council’ means the Academic Council and the Executive Council of the University respectively;
- (2) ‘Affiliated College’ means a college affiliated to the University in accordance with the provisions of this Act and Statutes made thereunder;
- (3) ‘Dean of Faculty’ means Head of the Subject/ Faculty who is also the Chairperson of the Board of Faculty;
- (4) ‘Dean Student Welfare’ means the Dean of Student Welfare, counselling and student placement;
- (5) ‘Director’ means the Director of Education and Director of Research and Extension;
- (6) ‘Faculty’ means a teaching faculty of the University;
- (7) ‘Forestry’ means and includes basic and applied sciences concerning silviculture, plant breeding, farm forestry conservation of ecology of the biosphere, wildlife, sericulture, medicinal and aromatic plants and their products;
- (8) ‘Governor’ means the Governor of Uttar Pradesh;
- (9) ‘Hall’ of a University means a unit for students maintained or recognized by the University at which, provision is made for imparting tutorial and other supplementary instruction;
- (10) ‘Horticulture’ means the basic and applied sciences of fruits, vegetables, floriculture, plantation crops, spices, hops and shall include mushroom growing, landscaping, bee-keeping, marketing and processing of horticultural produce;
- (11) ‘Hostel’ of a University means a unit of residence for students maintained or recognized by the University, other than a hall;
- (12) ‘Institute’ means an Institute established by the University;
- (13) ‘Other backward classes of citizens’ means the same as referred to in the Uttar Pradesh Public Services (Reservation for Scheduled Castes, Scheduled Tribes and Other Backward Classes) Act, 1994;
- (14) ‘Pay Scale’ means the pay scale adopted currently by the State Government;
- (15) ‘Prescribed’ means prescribed by Statutes;
- (16) ‘State Government’ means the Government of Uttar Pradesh;
- (17) ‘Statutes’, ‘Ordinances’ and ‘Regulations’ means the Statutes, Ordinances and Regulations of the University respectively;
- (18) ‘Teacher of the University’ means Professors, Associate Professors, Assistant Professors and such other persons as may be appointed by the University for imparting instruction and guiding or conducting research in the University or in an Institute maintained by the University or in a constituent, affiliated or associated college and includes a Principal;
- (19) ‘University’ means University established after the commencement of this Act under section 3;
- (20) ‘UGC’ means University Grants Commission.
Chapter II THE UNIVERSITY
3. Incorporation of the University
- (1) The Chancellor, the Vice-Chancellor and the members of the Executive Council and the Academic Council, for the time being holding office as such in the University shall constitute a body corporate by the name of the ‘Uttar Pradesh Vaniki evam Audyaniki Vishwavidyalay.’
- (2) The University shall have perpetual succession and a common seal, and shall sue and be sued by the said name.
Chapter II THE UNIVERSITY
4. University to be open to all classes and creeds
- (1) The University shall be open to all persons irrespective of class or creed or sex, but nothing in this section shall be deemed to require the University to admit to any course of study a larger number of students than may be determined by the Ordinances or Statutes or Regulations: Provided that nothing in this section shall be deemed to prevent the University from making special provisions for admission of students belonging to the Scheduled Castes or Scheduled Tribes and Other Backward Classes.
- (2) The teaching and research in connection with the degree, diploma and certificate programmes of the University shall be conducted in accordance with the Statutes, Ordinances and Regulations.
- (3) The courses and curricula and the authorities responsible for organizing the teaching of such courses and curricula shall be such as may be laid down by the Ordinances or Statutes or Regulations.
Chapter II THE UNIVERSITY
5. Objects of the University
The objects of the University shall be,—
- (a) to ensure organised and qualitative education and to disseminate and advance knowledge in forestry, horticulture and other related subjects;
- (b) to facilitate research and development in forestry, horticulture and other related subjects;
- (c) to develop various modules to suit the training requirements of different bio-geographic regions of the State in the field of forestry, horticulture and related subjects;
- (d) to ensure conservation and sustainable utilization of forest and plant bio-diversity through various educational and research programmes;
- (e) to develop entrepreneurship and provide consultancy services for planning and evaluation of different types of projects in the area of forestry, horticulture and related subjects.
Chapter II THE UNIVERSITY
6. Powers and duties of the University
The University shall have the following powers and duties namely :-
- (i) to serve as a ‘Centre of Excellence’ in providing education in the branches of forestry and horticulture and to make provision for research and for the advancement and dissemination of knowledge in those branches and manage the accreditation thereof;
- (ii) to admit any college to the privileges of affiliation of recognition or to withdraw or curtail any such privilege and guide and control the work of affiliated and associated colleges;
- (iii) to confer degrees, diplomas and other academic distinctions;
- (iv) to hold examinations for, and to grant and confer degrees, diplomas and other academic distinctions to and on persons who,—
- (a) have pursued a course of study in the University; or
- (b) have carried on research in the University or in an institution recognized in that behalf by the University or independently, under conditions laid down in the Statutes and the Ordinances; or
- (c) have pursued a course of study by correspondence whether residing within the area of the University or not, and have been registered by the University, subject to such conditions as may be laid down in the Statutes and Ordinances as external candidates; or
- (d) are teachers or other employees in the University or in an institute in other educational institutions under conditions laid down in the Statutes and the Ordinance or are inspecting officers permanently employed in the Department of Education of the State Government and have carried on private studies under conditions laid down in the Statutes and the Ordinances;
- (v) to hold examinations for and to grant the degree of Bachelor of Science in Forestry and Horticulture, Master of Science in Forestry and Horticulture, diploma in Forestry and Horticulture, Doctorate in subjects of Forestry and Horticulture to persons who are students of the University pursuing different courses;
- (vi) to confer honorary degrees or other academic distinctions in the manner and under conditions laid down in the Statutes;
- (vii) to provide such lectures and instructions for persons not being students of the University as the University may determine;
- (viii) to co-operate or collaborate with other Universities and authorities in such manner and for such purposes as the University may determine;
- (ix) to institute and award scholarship, fellowship, stipend, medals, prizes and to undertake other student welfare activities;
- (x) to recognize for the purposes of admissions to a course of study for a degree, as equivalent to its own degree, any degree conferred by another University or as equivalent to the Intermediate Examination of the Board of High School and Intermediate Education, Uttar Pradesh or any equivalent examination conducted by any other University or Authority;
- (xi) to establish, maintain and administer institutes of research, laboratories, libraries and other things necessary to carry out the objects of the University;
- (xii) to create teaching, administrative, ministerial, technical, non-teaching and other necessary posts required by the University and to make appointments thereto;
- (xiii) to lay down the conditions of affiliation or recognition of colleges and to satisfy itself by periodical inspection and otherwise that those conditions are satisfied;
- (xiv) to institute and maintain halls and hostels and to recognize places of residence for students of the University;
- (xv) to demand and receive such fees and other charges as may be fixed by the Ordinances or Statutes or Regulations;
- (xvi) to supervise and control the residence and to regulate the discipline of students of the University and to make arrangements for promoting their health;
- (xvii) to do all such acts and carry out such functions, whether incidental to the aforesaid powers or not, as may be requisite in order to further the objects of the University. (xviii) to provide training for farmers, field officers and staffs of the Forest Department in the field of Forestry, Horticulture, Agroforestry and other advance skills as may be laid down by the University.
Chapter III INSPECTION AND INQUIRY
7. Inspection and inquiry
- (1) The State Government shall have the power to cause the University, including its buildings, laboratories, workshops and equipment and the Institutions/Affiliated Colleges/Affiliated Colleges maintained by the University or to cause the examinations, teaching and all other work performed therein, to be inspected by such person or persons as it may direct or to cause such inquiry to be conducted in respect of any matter connected with the administration and finances of the University.
- (2) Where the State Government decides to cause an inspection or inquiry to be made under sub-section (1) it shall inform the University of the same through the Registrar, and any person nominated by the Executive Council may be present at such inspection of inquiry as representative of the University and he shall have the right to be heard as such: Provided that no legal practitioner shall appear, plead or act on behalf of the University at such inspection or inquiry.
- (3) The State Government shall address the Vice-Chancellor with reference to the result of such inspection or inquiry, and the Vice-Chancellor shall communicate to the Executive Council the viewsof the State Government with such advice as the State Government may offer upon the action to be taken thereon.
- (4) The Vice-Chancellor shall then within such time as the State Government may fix, submit to it a report of the action taken or proposed to be taken by the Executive Council.
- (5) If the University authorities do not, within a reasonable time, take action to the satisfaction of the State Government, the Government may after considering any explanation which the University authorities may furnish, issue such directions as it may think fit, and the University authorities shall be bound to comply with such directions.
- (6) The State Government shall send to the Chancellor, a copy of every report of an inspection or inquiry caused to be made under sub- section (1) and of every communication received from the Vice-Chancellor under sub-section (4) and of every direction issued under sub-section (5) and also of every report or information received in respect of compliance or non-compliance with such directions.
- (7) Without prejudice to the foregoing provisions of this section, the Chancellor may, by order in writing, annul any proceeding of the University which is not in conformity with this Act, or the Statutes or the Ordinances: Provided that before making any such order, the Chancellor shall call upon the University to show cause as to why such an order should not be made and shall consider the cause shown, if any, within the time-limit specified by him.
Chapter IV OFFICERS OF THE UNIVERSITY
8. Officers of the University
The following shall be the officers of the University :-
- (a) the Chancellor;
- (b) the
- (l) such other officers Vice-Chancellor;
- (c) the Pro Vice-Chancellor;
- (d) the Director, Education;
- (e) the Director, Research and Extension;
- (f) the Registrar;
- (g) the Finance Comptroller;
- (h) the Controller of Examinations;
- (i) the Dean of Students' Welfare;
- (j) the Deans of Faculties;
- (k) the Estate Officer;
- (l) such other officers as may be declared by the Statutes to be the officers of the University.
Chapter IV OFFICERS OF THE UNIVERSITY
9. Chancellor
- (1) The Governor shall be the Chancellor of the University. He shall by virtue of his office, be the Head of the University and shall, when present, preside at any convocation of the University.
- (2) Every proposal for the conferment of an honorary degree shall be subject to the confirmation of the Chancellor.
- (3) It shall be the duty of the Vice-Chancellor to furnish such information or records relating to the administration of the affairs of the University as the Chancellor may call for.
- (4) The Chancellor shall have such other powers as may be conferred upon him by this Act or under the Statutes.
Chapter IV OFFICERS OF THE UNIVERSITY
10. Vice-Chancellor
- (1) The Vice-Chancellor shall be a whole-time officer of the University and shall be appointed by the Chancellor from amongst the panel of names recommended to him by the Search-cum-Selection Committee constituted in accordance with the provisions of sub-section (3). (2)
- (a) The Vice Chancellor shall be nominated for selection from among the following:-
- (i) Indian Forest Service Officers who have served for a minimum period of 25 years and have worked or have been working in pay scale of the Additional Principal Chief Conservator of Forests or above and shall not have attained the age of 65 years; or
- (ii) Indian Administrative Service Officers who have served for a minimum period of 25 years and have worked or have been working in pay scale of the Principal Secretary or above and shall not have attained the age of 65 years; or
- (iii) eminent educationists or scientists having Doctorate degree in the field of Forestry or Horticulture with a minimum of 10 years of service experiences in teaching and research in the rank of Professor or equivalent from research or extension system of State or Central Universities or other similarly placed institutions, and who have not attained the age of 65 years: Provided that the guidelines of the University Grants Commission must be fulfilled.
- (b) The Vice-Chancellor shall hold office for a term of three years from the date on which he enters upon his office or till he attains the age of sixty-eight years, whichever is earlier;
- (c) The Vice-Chancellor, who has not attained the age of 65 years may be appointed as such for second term: Provided that the Vice-Chancellor may, by writing under his hand addressed to the Chancellor, resign his office and shall ceaseto hold his office on the acceptance by the Chancellor of such resignation.
- (a) The Vice Chancellor shall be nominated for selection from among the following:-
- (3) The Vice-Chancellor shall be appointed by the Chancellor on the recommendation of a Search-cum-Selection Committee consisting of:-
- (a) the Chief Secretary, Government of Uttar Pradesh;
- (b) the Agricultural Production Commissioner, Government of Uttar Pradesh;
- (c) the Additional Chief Secretary/ Principal Secretary to the Government of Uttar Pradesh, Department of Forests and Wildlife;
- (d) the Additional Chief Secretary/ Principal Secretary to the Government of Uttar Pradesh, Department of Horticulture and Food Processing;
- (e) two eminent experts, one each from the field of Forestry and Horticulture not below the rank of Dean either serving or retired from State Government Universities or State Government Research Institutes to be nominated by the Chancellor.
- (4) The Committee shall, as far as may be, at least sixty days before the date on which a vacancy in the office of the Vice-Chancellor is due to occur by reason of expiry of term or resignation under clauses (b) and (c) of sub-section (2) and also whenever so required and before such date as may be specified by the Chancellor, submit to the Chancellor the names of not less than three and not more than five eligible persons to hold the office of the Vice-Chancellor. The Committee shall, while submitting the names, also forward to the Chancellor a concise statement showing the academic qualification of each of the persons so recommended but shall not indicate any order of preference.
- (5) Where the Chancellor does not consider any one or more persons recommended by the Committee to be suitable for appointment as Vice-Chancellor or if one or more of the persons recommended is or are not available for appointment and the choice of the Chancellor is restricted to less than three persons, he/she may require the committee to submit a list of fresh names in accordance with sub-section (4).
- (6) Subject to the provisions of this Act, the emoluments and other conditions of service of the Vice-Chancellor shall besuch as may be determined by the State Government by general or special order in that behalf.
- (7) In the event of a temporary vacancy of the post of Vice-Chancellor or in his absence of leave or for any other reason, the Director of Education or the Director of Research and Extension or in their absence, the Registrar with the approval of theChancellor may perform the duties of the Vice-Chancellor, but his period shall not exceed six months: Provided that the Chancellor may, from time to time, extend the term of appointment of any person to the office of Vice-Chancellor under this sub-section, so however that the total term of such appointment does not exceed one year.
- (8) Until a Vice Chancellor appointed under sub-section (1) or sub-section (9) assumes office, the Pro Vice-Chancellor, if any, or where there is no Pro Vice-Chancellor, the seniormost Professor of the University shall discharge the duties of the Vice-Chancellor as well.
- (9) If in the opinion of the Chancellor, the Vice-Chancellor wilfully omits or refuses to carry out the provisions of this Act or abuses the powers vested in him, or if it otherwise appears to the Chancellor that the continuance of the Vice-Chancellor in office is detrimental to the interests of the University, the Chancellor may, after making such inquiry as he deems proper, by order, remove the Vice-Chancellor.
- (10) During the pendency, or in contemplation of any inquiry referred to in sub-section (11), the Chancellor may order that till further orders,— such Vice-Chancellor shall refrain from performing the functions of the office of the Vice-Chancellor, but shall continue to get the emoluments to which he was otherwise entitled under sub-section (6); the functions of the office of the Vice-Chancellor shall be performed by the person specified in the orders.
Chapter IV OFFICERS OF THE UNIVERSITY
11. Powers and duties of Vice-Chancellor
- (1) The Vice-Chancellor shall be the Principal Executive and Academic Officer of the University and shall,—
- (a) be responsible for the proper administration of the affairs of the University and for a close co-ordination and integration of teaching, research and education;
- (b) exercise general supervision and control over the affairs of the University including the constituent colleges and the institutes maintained by the University and its affiliated and associated colleges;
- (c) give effect to decisions of the authorities of the University;
- (d) in the absence of the Chancellor, preside at meetings and at any convocation of the University;
- (e) be responsible for the maintenance of discipline in the University;
- (f) be responsible for holding and conducting the University examinations properly and at due times and for ensuring that the results of such examinations are published expeditiously and that the academic session of the University starts and ends on proper dates.
- (2) The Vice-Chancellor shall be an ex-officio member and Chairperson of the Executive Council, Academic Council and the Finance Committee.
- (3) The Vice-Chancellor shall have the right to speak in and otherwise to take part in the meetings of any other authority or body of the University but shall not by virtue of this sub-section be entitled to vote.
- (4) It shall be the duty of the Vice-Chancellor to ensure the faithful observance of the provisions of this Act, the Statutes and Ordinances, as the case may be, and he shall, without prejudice to the powers of the Chancellor under sections 9 and 58 possess all such powers as may be necessary in that behalf.
- (5) The Vice-Chancellor shall have the power to convene or cause to be convened meetings of the Executive Council, the Academic Council and the Finance Committee: Provided that he may delegate this power to any other officer of the University.
- (6) Where any matter other than appointment is of urgent nature requiring immediate action and the same could not be immediately dealt with by any officer or the authority or other body of the University empowered by or under this Act to deal with it, the Vice-Chancellor may take such action as he may deem fit and shall forthwith report the action taken by him to the Chancellor and also to the officer, authority or other body who or which in the ordinary course would have dealt with the matter:
Provided also that any person in the service of the University who is aggrieved by the action taken by the Vice-Chancellor under this sub-section, shall have the right to appeal against such action to the Executive Council, within three months from the date on which decision on such action is communicated to him and thereupon the Executive Council may confirm, modify or reverse the action taken by the Vice-Chancellor.
- (7) Nothing in sub-section
- (6) shall be deemed to empower the Vice-Chancellor to incur any expenditure not duly authorized and provided for in the budget.
- (8) Where the exercise of the power by the Vice-Chancellor under sub-section (6) involves the appointment of an officer or a teacher of the University, such appointment shall terminate on appointment being made in the prescribed manner or on the expiration of a period of six months from the date of the order of the Vice-Chancellor whichever is earlier.
- (9) The Vice-Chancellor shall exercise such other powers as may be laid down by the Statutes and the Ordinances.
- (10) (a) The final authority responsible for maintenance of discipline among the students of the University shall be the Vice-Chancellor. The directions of the Vice-Chancellor in that behalf shall be carried out by the Heads of Department and hostels;
- (b) Notwithstanding anything contained in clause (a), the punishment of debarring a student from an examination or rustication from the University shall, on the report of the Vice-Chancellor, be considered and imposed by the Executive Council:
Provided that no such punishment shall be imposed without giving the student concerned the opportunity of being heard.
- (11) (a) The Vice-Chancellor, if he considers necessary, may appoint a Pro-Vice-Chancellor from amongst the seniormost Professors of the University with the approval of the Executive Council for a maximum period of 3 years;
- (b) The Pro-Vice-Chancellor appointed under sub-section (1) shall discharge his duties in addition to his duties as a Professor;
- (c) The Pro-Vice-Chancellor shall hold office at the pleasure of the Vice-Chancellor;
- (d) The Pro-Vice-Chancellor shall assist the Vice-Chancellor in respect of such matters, as may be specified by the Vice-Chancellor in this behalf from time to time and shall preside over the meetings of the University in the absence of the Vice-Chancellor and shall exercise such other powers and perform such duties as may be assigned or delegated to him by the Vice-Chancellor;
- (e) The Pro Vice-Chancellor shall have such other powers as may be conferred upon him by or under this Act or the Statutes.
Chapter IV OFFICERS OF THE UNIVERSITY
12. Registrar
- (1) The Registrar shall be a whole-time officer of the University and shall be appointed by the State Government on such terms and conditions as may be prescribed.
- (2) The Registrar shall have the power to authenticate record on behalf of the University.
- (3) The Registrar shall be responsible for the due custody of the records and the common seal of the University. He shall be ex-Officio Secretary of the Executive Council, the Academic Council and of everySelectionCommittee for appointment of teacher of the University and shall be bound to place before the authorities all such information as may be necessary for the transaction of their business. He shall also perform such other duties as may be prescribed by the Statutes and Ordinances or required, from time to time, by the Executive Council or the Vice-Chancellor but he shall not, by virtue of this sub-section be entitled to vote.
- (4) The Registrar shall not be offered nor shall he accept any remuneration for any work in the University except in accordance with the order of the Government.
- (5) Deputy Registrars and Assistant Registrars may be appointed to aid and assist the Registrar on the conditions prescribed under the Statutes, against the strength sanctioned by the Government.
Chapter IV OFFICERS OF THE UNIVERSITY
13. Finance Controller
- (1) There shall be a Finance Controller for the University, who shall be appointed by the State Government by a notification published in the Official Gazette and his remuneration and allowances shall be paid by the University.
- (2) The Finance Controller shall be responsible for presenting the budget (annual estimates) and the statement of accounts to the Executive Council and also for drawing and disbursing funds on behalf of the University.
- (3) The Finance Controller shall have the right to speak in and otherwise to take part in the proceedings of the Executive Council but shall not be entitled to vote.
- (4) The Finance Controller shall have the duty,—
- (a) to ensure that no expenditure, not authorized in the budget, is incurred by the University;
- (b) to disallow any proposed expenditure which may contravene the provisions of this Act or the terms of any Statute;
- (c) to ensure that no other financial irregularity is committed and to take step to set right any irregularities pointed out during audit;
- (d) to ensure that the property and investments of the University are duly preserved and managed.
- (5) The Finance Controller shall have access to and may require the production of such records and documents of the University and the furnishing of such information pertaining to its affairs as to his opinion may be necessary for the discharge of duties.
- (6) All contracts shall be entered into and signed by the Finance Controller on behalf of the University.
- (7) Other powers and functions of the Finance Controller shall be such as may be prescribed.
- (8) An Accounts Officer may be appointed to aid and assist the Finance Controller on the conditions prescribed under the Statutes, against the strength sanctioned by the Government.
Chapter IV OFFICERS OF THE UNIVERSITY
14. Controller of Examination
- (1) There shall be a Controller of Examinations for the University who shall be a whole-time officer of the University.
- (2) The Controller of Examinations shall be appointed by the State Government and his remuneration and allowance shall be paid by the University.
- (3) The Controller of Examinations shall be responsible for the due custody of records pertaining to his work. He shall be ex-officio Secretary of the Examination Committee of the University and shall be responsible to place before such committee all such information as may be necessary for transaction of its business. He shall also perform such other duties as may be prescribed by the Statutes and Ordinances or required, from time to time, by the Executive Council or the Vice-Chancellor but he shall not, by virtue of this sub-section, be entitled to vote.
- (4) The Controller of Examination shall have administrative control over the employees working under him and have, in this regard all the powers of the Registrar.
- (5) Subject to the superintendence of the Examination Committee, the Controller of Examinations shall conduct the examinations and make all the arrangements thereto and be responsible for due execution of all processes connected therewith.
- (6) The Controller of Examinations shall not be offered nor shall he accept any remuneration for any work in the University except in accordance with the order of the State Government.
- (7) Where the Controller of Examinations is, for any reasons, unable to Act or the office of Controller of Examination is vacant, all the duties of the office shall be performed by such person as may be appointed by the Vice-Chancellor until the Controller of Examinations resumes his duties or, as the case may be, the vacancy is filled.
- (8) The Additional Controller of Examinations and the Deputy Controller of Examinations may be appointed to aid and assist the Controller of Examination on the conditions prescribed under the Statutes, against the strength sanctioned by the Government.
Chapter IV OFFICERS OF THE UNIVERSITY
15. Dean
- (1) The Deans shall be appointed from among the Faculty of the University in such manner as may be prescribed.
- (2) The Deans shall assist the Vice-Chancellor of the University in managing the Academic and other affairs of the University and shall exercise such powers and perform such functions and duties as may be prescribed or entrusted to them by the Vice-Chancellor.
- (3) There shall be a Dean for each faculty, who shall be the seniormost Professor of the faculty and shall hold office for such term as may be prescribed.
- (4) There shall be a Dean of Students Welfare, who,—
- (i) shall plan and direct the programme of students’ advisement and counselling and to enlist the co-operation of prospective employers and employment agencies to assist in the placement of graduates of the University and to promote discipline amongst the students of the University;
- (ii) shall plan and organize students’ extra-curricular activities such as sports, cultural and other recreational activities, NCC, NSS and communication skill improvement and other allied activities;
- (iii) shall make arrangements and supervise management of students’ hostel, cafeteria and mess;
- (iv) shall supervise and control medical and health services and other welfare measures in the University;

16. Estate Officer
There shall be an Estate Officer for the University, who shall be appointed by the State Government by a notification published in the Official Gazette and his remuneration and allowances shall be paid by the University. The Estate Officer shall be responsible for the custody, maintenance and management of all the buildings, roads, fencing, playgrounds, lawns, gardens and other properties of the University, procurement and disposal of immovable and movable property of the University and any other responsibilities as prescribed.
Chapter IV OFFICERS OF THE UNIVERSITY
17. Director, Education and Director, Research and Extension
- (1) The Director, Education and the Director, Research and Extension shall be appointed from among the Faculty of the University in such manner as may be prescribed.
- (2) The Director of Education shall be responsible for planning and academic coordination for teaching, quality of education, policy matters and system regarding resident instruction, overseeing the examination and evaluation, development and enforcement of curricula, development of educational technology and teachers’ training programmes, Human Resource Development of faculty, training for skill upgradation of Government officials and employees.
- (3) The Director of Research and Extension shall be responsible for the direction and coordination of research programmes in the University as laid down in Section 20 and efficient working of Research Stations and shall also be responsible for the Extension programmes as laid down in Section 21 of this Act.
- (4) The Director of Research and Extension shall also be responsible to cause to publish Annual Reports, Research Highlights, Research bulletins, Circulars and articles in scientific journals which summarize research findings of the works carried out in the University in collaboration with the Deans of the Faculties.
- (5) The Director, Research and Extension shall work in close consultation with the Deans of the Faculties and the Director of Education in formulating research policies and programmes of the University.
Chapter IV OFFICERS OF THE UNIVERSITY
18. Other officers and their pay scales
- (1) The appointment and powers of Officers of the University other than the Chancellor, the Vice-Chancellor, the Dean, the Finance Controller, the Registrar and the Controller of Examinations, shall be such as may be laid down by the Statutes and the Ordinances.
- (2) The pay scale for officers of the University including Deans, the Finance Controller, Registrar and the Controller of Examinations will be as per pay scale fixed in the Universities of the State by the State Government.
Chapter V EDUCATION, RESEARCH AND EXTENSION
19. Educational program
- (1) Subject to provisions of this Act, education in the University shall include Bachelor’s, Master’s and Doctoral degree programmes and short-term diploma/ certificate courses in the disciplines of Forestry, Horticulture and Allied Sciences and Social Sciences as prescribed.
- (2) The educational programmes would maintain congruence with the State and National policies.
- (3) The University shall take initiatives for capacity building of teachers, e-learning, Information and Communication Technology - enabled knowledge sharing etc. and adequate infrastructure as per minimum prescribed requirement.
- (4) Programmes of Forestry and Horticulture Education shall aim at producing competent and skilled Graduates and Post-Graduates.
- (5) Programmes of Forestry and Horticulture Education shall also through short-term training aim at upgrading skills of Government officials and employees engaged in the field of Forestry, Horticulture and Biodiversity Conservation.
Chapter V EDUCATION, RESEARCH AND EXTENSION
20. Research
- (1) Subject to the provisions of this Act and the Statutes, the University shall carry on strategic, basic and applied research in Forestry, Horticulture and allied sciences and social sciences.
- (2) The University, through its research organization, shall be the principal agency of control over research activities in Forestry, Horticulture and other allied branches in its jurisdiction. The University, with the concurrence of the State Government, may establish Regional/ Zonal Research Stations and sub-stations in different agro-climatic zones in its territorial jurisdiction for the conduct of research including operational research.
Chapter V EDUCATION, RESEARCH AND EXTENSION
21. Extension
- (1) Extension programmes shall be established in the University and shall, subject to the provisions of this Act and the Statutes, ensure technology assessment and refinement and facilitate adoption of technology based on research findings to farmers and others for accelerated growth in Agroforestry, Horticulture and wood-based production. These programmes shall include conduct of demonstrations and training programmes for the benefit of various stakeholders. Extension programmes shall be coordinated with various units of the University and other appropriate agencies of the Centre and the State.
- (2) The University shall be responsible for developing models of Forestry and Horticulture extension in the State.
Chapter V EDUCATION, RESEARCH AND EXTENSION
22. Integration of teaching, research and extension
- (1) In consultation with the appropriate officers of the University, the Vice-Chancellor shall be responsible for taking such steps as may be necessary for the full integration of teaching, research and extension activities of the University.
- (2) Every faculty member borne on teaching cadre shall devote a part of his time in an academic year, as may be decided by the Executive Council, for undertaking research and extension apart from teaching.
- (3) Likewise every faculty member borne on research or extension shall spend a part of his time in an academic year as may be decided by the Executive Council, for teaching and doing research.
- (4) The University shall develop its programmes of research and extension keeping in view the regional needs of the State and provide the appropriate technological backstopping, to the Government and other stakeholders.
Chapter VI AUTHORITIES OF THE UNIVERSITY
23. Authorities of the University
The following shall be the authorities of the University:-
- (a) the Executive Council;
- (b) the Academic Council;
- (c) the Finance Committee;
- (d) the Board of Faculties;
- (e) the Selection Committees for appointment of teachers of the University;
- (f) the Admissions Committee;
- (g) the Examination Committee; and
- (h) such other authorities as may be declared by the Statutes to be authorities of the University.
Chapter VI AUTHORITIES OF THE UNIVERSITY
24. Constitution of Executive Council
- (1) The Executive Council shall consist of :-
- (a) the Vice-Chancellor who shall be the Chairman thereof;
- (b) the Additional Chief Secretary/Principal Secretaryto the Government of Uttar Pradesh, Environment, Forest and Climate Change, or his/ her nominee not below the rank of Secretary;
- (c) the Principal Chief Conservator of Forest/ Additional Principal Chief Conservator of Forests/ Chief Conservator of Forest from the Forest Department, Uttar Pradesh;
- (d) the Secretary/Special Secretary of Department of Horticulture and Food Processing, Government of Uttar Pradesh;
- (e) the Pro-Vice-Chancellor if any;
- (f) the Finance Controller;
- (g) the Registrar who shall be the Secretary thereof;
- (h) the Dean of Faculties;
- (i) the Dean of Students’ Welfare;
- (j) the Examination Controller;
- (k) one Professor other than the Dean, one Associate Professor and one Lecturer of the University, to be selected in the manner prescribed.
- (2) The term of office of members of the Executive Council other than ex-officio members shall be three years.
- (3) A person shall be disqualified for being a member (other than an ex-officio member) as and for being a member of the Executive Council if he or his relative is in service of the University or its affiliated college or accepts any remuneration for any work in or for the University or accepts any contract for the supply of goods to or for the execution of any work for the University: Provided that nothing in this sub-section shall apply to the acceptance of any remuneration by a teacher as such for any duties performed in connection with an examination conducted by the University or for any duties as Superintendent or Warden of any hall and hostel or for any duties of a similar nature in relation to the University. Explanation– In this sub-section "relative" means the relations defined in clause (77) of Section 2 of the Companies Act, 2013 and prescribed under rule 4 of the Companies (Specification of Definitions Details) Rules, 2014 as amended from time to time.
- (4) A member of the Executive Council shall cease to be a member, if he resigns or becomes of unsound mind, or becomes insolvent or is convicted of a criminal offence involving moral turpitude.
- (5) A member other than a Vice-Chancellor, Professor or Dean shall also cease to be a member if he accepts a full-time appointment in the University, or if he not being an ex-officio member fails to attend three consecutive meetings of the Executive Council without the leave of the Chancellor.
- (6) A member of the Executive Council other than ex-officio member may resign his office by a letter addressed to the Vice-Chancellor and such resignation shall take effect, as soon as it is accepted by the Vice-Chancellor.
- (7) Any vacancy in the Executive Council shall be filled by nomination by the respective nominating authority and on expiry of the period of the vacancy; such nomination shall cease to be effective.
Chapter VI AUTHORITIES OF THE UNIVERSITY
25. Powers and duties of Executive Council
- (1) The Executive Council shall be the Principal Executive Body of the University, and subject to the provisions of this Act, have the following powers, and functions, namely:-
- (i) to hold and control the property and funds of the University;
- (ii) to acquire or transfer any movable or immovable property on behalf of the University;
- (iii) to make, amend or repeal Statutes and Ordinances;
- (iv) to administer any funds placed at the disposal of the University for specific purposes;
- (v) to prepare the budget of the University;
- (vi) to award scholarships, fellowships, bursaries, medals and other awards in accordance with the Statutes and the Ordinances;
- (vii) to appoint officers, teachers and other employees of the University and to define their duties and the conditions of their service and to provide for the filling of temporary casual vacancies in their posts;
- (viii) to fix the fees, emoluments and traveling and other allowances of the examiners;
- (ix) to arrange for and direct the inspection of the University, affiliated, associated or constituent colleges, halls and hostels;
- (x) to direct the form and use of the common seal of the University;
- (xi) to regulate and enforce discipline among members of the teaching, administrative and other staff of the University in accordance with the Statutes and Ordinances;
- (xii) to manage and regulate the finance, accounts, investments, property, business and all other administrative affairs of the University, and for that purpose, to appoint such agents as it may think fit;
- (xiii) to arrange for the deposits and withdrawal of the funds of the University;
- (xiv) to provide the buildings, premises, with furniture and apparatus and other means needed for carrying on the work of the University;
- (xv) to enter into, to vary, carry out and cancel contracts on behalf of the University;
- (xvi) to regulate and determine all other matters concerning the University as well as constituent colleges and Institutes in accordance with the Ordinances and the Statutes;
- (xvii) to periodically review the functioning of various academic departments and research centres to ensure they are functioning as per the aims and objects of the University and to give directions, as deemed necessary, for improvements.
- (2) No immovable property of the University shall, except with the prior sanction of the State Government, be transferred (except by way of letting from month to month in the ordinary course of management) by the Executive Council by way of mortgage, sale, exchange, gift or otherwise, nor shall any money be borrowed or advance taken on the security thereof except as a condition of receipt of any grant-in-aid of the University from the State Government, or with the previous sanction of the State Government from any other person.
- (3) No expenditure in respect of which approval of the State Government is required by this Act or the Statutes shall be incurred except with such approval previously obtained, and no post shall be created either in the University or any Institute except with the prior approval of the State Government (or except in accordance with any general or special order of the State Government).
- (4) The Executive Council may, with the prior approval of the University Grants Commission and State Government, create supernumerary post of a teacher of the University with a view to enabling a teacher who is for the time being holding a responsible position of national importance in India or abroad in educational administration or other similar assignments, to retain his increments in his pay scale during the period of his assignment and to contribute towards provident fund and earn retirement benefits, if in accordance with the Statutes: Provided that no salary shall be payable to such teacher by the University for the period of such assignment.
- (5) The pay and other allowances to various categories of the employees of the University or of any Institute shall be such as may be approved by the State Government.
- (6) The Executive Council shall not exceed the limits of recurring expenditure to be incurred in each financial year fixed by the Finance Committee.
- (7) The Executive Council shall not take action in regard to the number, qualifications and emoluments of teachers, and the fees payable to examiners, except after considering the advice of the Academic Council and the Boards of faculties concerned.
- (8) The Executive Council may, subject to any conditions laid down in the Statutes, delegate such of its powers as it deems fit to an officer or any other authority of the University, or to a committee appointed by it.
- (9) Every meeting of the Executive Council shall be presided over by the Vice-Chancellor. One-third of the members of the Executive Council shall form the quorum at any meeting.
- (10) All decisions of the Executive Council shall be taken on the basis of the opinion of the majority of the members who are present in the meeting. Each member of the Executive Council shall have one vote and if there be equality of votes, the Chairperson of the Executive Council or, as the case may be, the member presiding over that meeting shall, in addition, have a casting vote.
- (11) If urgent action by the Executive Council becomes necessary, the Vice- Chancellor may permit the business to be transacted by circulation of papers to the members of the Executive Council. The action so proposed to be taken shall not be taken unless agreed to by a majority of members of the Executive Council. The action so taken shall be forthwith intimated to all the members of the Executive Council.
Chapter VI AUTHORITIES OF THE UNIVERSITY
26. In case the authority concerned fails to take a decision, the matter shall be referred to the Chancellor, whose decision shall be final.
Academic Council
- (1) The Academic Council shall be the Principal Academic Body of the University and subject to the provisions of this Act and the Statutes, have the power of regulations of prescribing all courses of study and determining curricula, and shall have control on teaching and other educational programmes within the University.
- (2) The Academic Council shall consist of the following members, namely:-
- (i) the Vice-Chancellor;
- (ii) the Deans;
- (iii) all Heads of Departments of the University;
- (iv) the Controller of Examinations;
- (v) two Professors, two Associate Professors and two Assistant Professors from each faculty of the University (including that of the colleges affiliated by the University) to be nominated by the Vice-Chancellor;
- (vi) Chief Conservator of Forests, Research and Chief Conservator of Forests, Training of the Department of Forests and Wildlife, Uttar Pradesh;
- (vii) five persons of academic eminence to be nominated by the Vice-Chancellor.
- (3) The Academic Council shall be responsible for the maintenance of standards of instruction, education and research carried on or imparted in the University.
- (4) It shall have power to make regulations consistent with this Act and the Statutes and Ordinances, as the case may be, relating to all academic matters subject to its control and to amend or repeal such regulations.
- (5) In particular, without prejudice to the generality of the foregoing power, the Academic Council shall have the following powers and functions:-
- (i) to advise the Executive Council and the Vice Chancellor on all academic matters including matters relating to the courses and the examinations conducted by the University;
- (ii) to make recommendations for the institution of Professorships, Associate Professorships, Assistant Professorships and other teaching posts including posts in research and extension and education;
- (iii) to make recommendations for the establishment or amalgamation or abolition of faculty, college, department of teaching, research and extension education;
- (iv) to make regulations regarding the admission of students to the University, and determine the number of students to be admitted;
- (v) to make regulations relating to the courses of study leading to degrees, diplomas and certificates;
- (vi) to make regulations relating to the conduct of examinations and to maintain and improve standards of education;
- (vii) to make recommendations to the Executive Council regarding the conferment of honorary degree;
- (viii) to make recommendations regarding the qualifications to be prescribed for teachers of the University;
- (ix) to promote research within the University and to require from time to time, reports on such research;
- (x) to fix the time, mode and conditions of the competition for fellowships, scholarships and other prizes and to recommend for award of the same;
- (xi) to approve the syllabus for the prescribed courses of study and to approve or revise lists of prescribed or recommended text books and to publish the same.
- (6) Every meeting of the Academic Council shall be presided over by the Vice-Chancellor. One-third of the members of the Academic Council shall form the quorum at any meeting.
- (7) All the decisions of the Academic Council shall be taken on the basis of the opinion of the majority of the members who are present in the meeting. Each member of the Council shall have one vote and if there be equality of votes, the Chairperson of the Academic Council, in addition, have a casting vote.

- (9) The term of office of the nominated members of the Academic Council, other than the ex-officio members, shall be three years.
Chapter VI AUTHORITIES OF THE UNIVERSITY
27. Finance Committee
- (1) The Finance Committee shall consist of,—
- (a) the Vice-Chancellor, who shall be the Chairperson thereof;
- (b) the Additional Chief Secretary/ Principal Secretary to the State Government of the Environment and Forest Department or his/ her nominee not below the rank of Secretary;
- (c) the Additional Chief Secretary/ Principal Secretary to the State Government of the Higher Education Department or his/ her nominee not below the rank of Secretary;
- (d) the Additional Chief Secretary/ Principal Secretary to the State Government of the Finance Department or his/ her nominee not below the rank of Secretary;
- (e) the Additional Chief Secretary/ Principal Secretary to the State Government of the Horticulture and Food ProcessingDepartment or his/ her nominee not below the rank of Secretary;
- (f) the Pro-Vice-Chancellor, if any;
- (g) the Deans;
- (h) the Registrar;
- (i) the Controller of Examinations; and
- (j) the Finance Controller, who shall also be the Secretary of the Committee.
- (2) The functions and duties of the Finance Committee shall be as follows:-
- (i) to examine and scrutinize the annual budget of the University and to make recommendations on financial matters to the Executive Council;
- (ii) to consider proposals for new expenditure and to make recommendations to the Executive Council. All proposals relating to revision of grades, upgradation of pay scales and those items which are not included in the budget shall be examined by the Finance Committee before they are considered by the Executive Council;
- (iii) to consider the annual accounts and the financial estimates of the University prepared by the Finance Controller and laid before the Finance Committee for approval and thereafter submitted to the Executive Council;
- (iv) to fix the limits for the total recurring and non-recurring expenditure for the ensuing financial year and may, for any special reasons, revise during the financial year the limits of expenditure so fixed and the limits so fixed shall be binding on the Executive Council;
- (v) to give its views and advise the Executive Council on matters relating to the administration of property and funds of the University.
- (3) Unless a proposal having financial implication has been recommended by the Finance Committee, the Executive Council shall not take a decision thereon, and if the Executive Council disagrees with the recommendation of the Finance Committee, it shall refer the proposal back to the Finance Committee with reasons for the disagreements and if the Executive Council again disagrees with the recommendation of the Finance Committee, the mattershall be referred to the Chancellor whose decision thereon shall be final.
- (4) Every meeting of the Finance Committee shall be presided over by the Vice-Chancellor. One-third of the members of the Finance Committee shall form the quorum at any meeting.
- (5) The Finance Committee shall have such other powers and duties as may be conferred on it by this Act or the Statutes made thereunder.
