This Act set up the National Judicial Appointments Commission to recommend the appointment and transfer of judges of the Supreme Court and High Courts, in place of the collegium of senior judges. The Commission, headed by the Chief Justice of India, would recommend the senior-most Supreme Court judge as Chief Justice, and select other judges on ability, merit and other criteria, with a power of veto for any two members. The Supreme Court struck down the Act and the related constitutional amendment as unconstitutional in October 2015, so the collegium system continues.
