The Manipur Contingency Fund Act, 2024, establishes a dedicated financial reserve for the State of Manipur. This "imprest" fund, amounting to Rs. 500 Crore, is drawn from the Consolidated Fund of the State. Its primary purpose is to allow the government to meet urgent, unforeseen expenses that cannot wait for the standard legislative approval process. However, any money spent from this fund must eventually be authorized by the State Legislature within the same financial year.
