This Act establishes the legal framework for the recruitment and service conditions of government employees in Himachal Pradesh. It mandates that public service appointments occur through regularisation, promotion, or other prescribed methods. Crucially, it clarifies that service benefits—such as seniority, increments, and promotions—are reserved exclusively for regular employees, effective from their date of regularisation. The Act also addresses the status of contract and daily wage workers, providing a mechanism for their regularisation and retrospectively amending recruitment rules dating back to December 12, 2003. It overrides conflicting laws and empowers the State Government to frame rules for implementation.
