This 1987 Indian federal Act abolished perpetual mining concessions originally granted under former Portuguese colonial laws in the Union territory of Goa, Daman and Diu. It applies directly to concession holders by converting their perpetual private rights into temporary mining leases subject to India's national Mines and Minerals Act of 1957. This matters because it transitioned outdated colonial-era mineral rights under modern government regulation to develop mineral resources for the common good. To ease this transition, the law also established a commissioner system to pay cash compensation and interest directly to the affected concession holders who lost their original rights.
