The Contract Labour (Regulation and Abolition) Act, 1970 regulates the employment of contract labor in India to prevent exploitation. It applies to principal employers and contractors who employ twenty or more workmen in non-casual work. By requiring registration for establishments and licenses for contractors, the law ensures that contract workers are provided with basic welfare facilities, such as clean drinking water, restrooms, and functional canteens. Most importantly, it holds principal employers liable for unpaid wages and empowers the government to abolish contract labor in perennial tasks, protecting these vulnerable workers from unfair and unsafe employment practices.
