The Boilers Act, 2025 (Act No. 12 of 2025) modernizes India's boiler safety framework by repealing the century-old 1923 Act. It establishes a tripartite regulatory regime comprising accredited third-party Inspecting Authorities for manufacture and erection, Competent Persons for in-service inspections and renewals, and Competent Authorities for mandatory welder certification. It establishes the Central Boilers Board, decriminalizes minor technical defaults into civil monetary penalties adjudicated by District Magistrates (up to ₹1,00,000), while preserving strict criminal liability (up to 2 years imprisonment) for life-endangering acts such as safety valve tampering and un-isolated confined-space boiler entry.
