The Telangana Muttah, Jattu, Hamal and other Manual Workers (Regulation of Employment and Welfare) Act, 1976
This Act regulates the employment, working conditions, and welfare of unprotected manual workers engaged in heavy physical labor, such as loading, unloading, packing, and carrying goods across various commercial markets and industrial sectors in Telangana. It applies to manual laborers, contractors, and principal employers operating within scheduled employments, including agricultural markets, grocery establishments, docks, timber yards, and transport hubs. By creating tripartite administrative Boards comprising representatives of workers, employers, and the state government, the legislation ensures worker registration, guarantees minimum wages during lean periods, enforces safety measures, prohibits child labor, and extends vital statutory protections like maternity benefits and accident compensation to vulnerable, unorganized workers.
