Failure to surrender certificate of registration.

If any person whose name has been removed or deleted from the register under section 17 fails without sufficient cause to surrender his certificate or registration within the prescribed time, he shall be punishable with fine which may extend to Rs. 50 per month of such failure and in the case of a continuing offence, with an additional fine which may extend to Rs. 10 for every day during which such offence continues after conviction for the first such offence.
