Duty to be taken prorata in enactment. Where, by any Act, any duty of excise or in the nature thereof is leviable on a certain quantity, by weight, measure or value, of grains or marchandise then a like duty shall, unless a different intention appears, be leviable at the same rate in proportion to the quantity.
