This Act regulates scrap merchants, dealers in second-hand property, and owners of automobile workshops and tinker shops in Tamil Nadu, to help prevent dealing in stolen property. They must obtain a licence, which can be refused, suspended or cancelled, and need permission to set up premises. Carrying on business without a licence is punishable.
