Unconditional release

At any time after the expiration of three months from the commencement of the release of any person under sub-section (1) of section 20, the Commissioner of Police in the City of Madras and the Superintendent of Police elsewhere, may, if he is satisfied from the circumstances of the case that such person is not likely to beg again, recommend to the State Government his unconditional release. The State Government may thereupon, release such person unconditionally and on such release the term for which such person had been ordered to be detained in a work-house or a special home shall be deemed to have expired.
